    clock_gettime: Fix CLOCK_THREAD_CPUTIME_ID race

    Use a spinlock section instead of a critical section to synchronize with
    statclock().  Otherwise the CLOCK_THREAD_CPUTIME_ID clock can appear to
    go backwards.
