Thank you for Clause 37.

Clause 37 says precisely what I am saying... a manually configured device may
participate in auto-negotiation (it MUST do so for GigE).

Please look at the proposed patch.

The does NOT attempt to modify the parameters of a manually configured device.

It enables auto-negotiation with advertizing of JUST the manually configured
speed and duplex as is already the case for the GigE mode.  The patch enables
the same for 100b and 10b modes.
