This issue is also present in -CURRENT... I "noticed" it on 13.1, or after the
bump to OpenSSH 8.8, but it is still present on -CURRENT's OpenSSH 9.0.

If you have SSH enabled locally, it's easy to replicate:

nc localhost 22
(CRTL+C)
(Error message on stdout)
