I wasn't able to boot for some reason, perhaps because I had upgraded my zpools. And I didn't have enough time to debug i= t. I was able to reproduce the issue. tcpdump again showed a stream of ECHANGE ID/CREATE SESSION messages, netstat did not show any hosts with a RECV-Q st= uck above zero, and procstat did not show any nfsd threads blocked.
