I also ran into this bug after upgrading from FreeBSD 12 to 13. I have a custom
PAM handler for verifying passwords and it stopped working after the upgrade.

As a workaround, replacing /usr/lib/pam_exec.so.6 with a copy from FreeBSD 12
(MD5: f7f922afc3bbbc6c6f7c79a3833029af) seems to restore the correct
functionality.
