I think that you got it slightly wrong.
sysrc is for rc configuration files (rc.conf, rc.conf.local, rc.conf.d/*).
Those files do use shell syntax.

sysrc is explicitly documented as an rc.conf tool.
Nowhere in the documentation do I see that it can be used with other types of
configuration files (like sysctl.conf or syslog.conf or loader.conf or
whatever).
