[Bug 262676] vimage: on starting jail instant kernel panic

System upgraded to FreeBSD 13.1-RELEASE-p5

After disabling pf inside the Jail
the jails start successful.

The jail had no connectivity,
so I changed vlan14 back to fib 0.

With connectivity I was able to start pf successful.

Verified that now all jails start successful after reboot.

The panic seems to be related to "vmnet", "fibs" and "pf"
