Just noted similar after upgrading web servers to 13.0-RELEASE, and same still in place for 13.1-RLEASE. After upgrade servers worked no more than several days until memory exhausted, then reboot required. Switching 'sendfile on' to 'sendfile off' in nginx config helped and servers now works stable for months, however monitoring (poor munin, I can provide graphs if required) still show strange vm behaviour which I didn't observe in 11.1-RELEASE.
