EBCDIC code pages are absent from iconv(1) and iconv(3) because the C library
calls iconv(3) for every conversion. To avoid unnecessary conversions, you can
use the iconv_open() function to open a file with an EBCDIC code page as its
default character set. If a program that uses iconv() is invoked with an
argument that specifies another character set, then the program will fail with
an error message indicating a mismatched character set.  https://quordle.onl/
