The relationship between syslogd and local-unboun is as follows

/etc/rc.d/local_unbound
 # PROVIDE: local_unbound
 # REQUIRE: FILESYSTEMS defaultroute netwait resolv

 # PROVIDE: syslogd

This is the message displayed when starting Local-Unbound
 kernel: Starting local_unbound.
 kernel: Waiting for nameserver to start... good
