About half a year ago I had reported PR #256468 which is about being unable to set breakpoints in armv7 binaries on arm64 hosts. While this has been fixed, it has never been merged into 13-CURRENT, so it'll likely not enter into 13.1. This is unfortunate as being able to debug armv7 binaries on arm64 hosts (e.g. running in armv7 jails) is kind of important. Can someone go ahead and MFC this change before 13.1 drops?
