There were only two files on the partition, down under an efi directory.  Though, I think there was some leftover cruft from an outdated installer (we have our own customized copy of bsdinstall, which I have not yet updated from the 13.1 version of bsdinstall), which may have been part of the problem.  Seems like running the installer over an already existing zroot doesn’t entirely clean up.

I would up mostly following Mark's steps, which you linked, and it's up and running on the SSD now.  Thanks much for the assistance.
