This has been a problem for me too since upgrading to FreeBSD 14.0 when ASLR
was enabled by default, and continues on 14.1.

I can confirm that running "elfctl -e +noaslr" on the httpd binary as suggested
in comment 21 does appear to fix the problem.

Perhaps this can be added in the apache24 port Makefile until a real fix is
determined?
