After further observation, I think this might not be apache specific. 

I have some cronjobs which execute /use/local/bin/php directly which are also
exhibiting this issue. Which puts the issue possibly on php or something within
the core system. Though given none of my other jails [with apache] are having
issues, I'm going to lean towards it being php.
