There is an assumption that this bug has already been described here

I have updated the apache to version 2.4.51 on FreeBSD 12.2-p11, and this
problem appears every second. I applied the patch from
https://bz.apache.org/bugzilla/show_bug.cgi?id=65627 and rebuilt the package.
And the problem was gone.
