Currently an effort for a new Accessibility Handbook is in progress. Its purpose is to describe the current assistive technologies available in the operating system, a possible index is below. The Part 2 is related to the vision assistive technologies. Tips and new ideas are welcome.

2 things come to mind:  1- if this is a separate handbook and not part of the User Handbook, it should be referenced there in appropriate sections; and 2- there should be a part for motion impairments, including such things as keyboard navigation and on-screen virtual keyboards.
