I had not noticed yesterday's change to tier 3 for armv6 14.0
on:

So I was thinking of tier 2 guarantees as the armv6 context.

I got the interpretation from the "on" in:
"for building ports and packages on 32-bit systems".

May be "for" instead of "on"? That might better suggest
the intent.
