I don't know the "official" rules for this file, but I always expected the 
latest additions to appear at the top of the file.
I guess that that can mean either of two things:
- new entries are dated by the date of their addition, not by some other date 
(like when the relevant code change happened)
- the entries do not have to be sorted by date

But maybe I always had incorrect expectations :-)
