So, as you pointed out, the port could not be built.

PORTEPOCH is there to allow our tools to know that a package's version
is newer than the one that is installed.

As the port could not be built, there could not have been a package with
the bogus PORTVERSION, so, bumping PORTEPOCH was not needed.
