Did you try this in an environment that is not -CURRENT? Even though the 
option is not default, this seems dodgy on -STABLE or -RELEASE where 
LLVM versions between base and Rust (16) don't match.

It turns out my own failures stemmed from not adding the appropriate 
lines in config.toml; as of this writing LTO on Rust's LLVM is still 
running.
