This broke INDEX build, but by single left-behind.

Adapting irc/iroffer-dinoex to the updated framework should fix the
issue, as commenting out it from irc/Makefile fixes the INDEX build.

The error messages are as follows:

--- describe.x11-wm ---
make_index: /usr/ports/irc/iroffer-dinoex: no entry
for /usr/ports/libruby.so: Done.
failed to generate INDEX!

As this is a huge commits, temporarily unhooking irc/iroffer-dinoex
from irc/Makefile until it is fixed would be better workaround than
reverting, if the fix is not easy.
