That was its original purpose in ports, but far from its only purpose. 
This port was actually hacked to serve the Python 3.7 case, since the 
original project specified Python 3.8 as minimum. However, during the 
time that it served the Python 3.7 case, it successfully played the 
devel/py-build role with less dependencies, demonstrating that 
reformulation into a DEFAULT_OPTIONS knob is feasible for those who want it.
