The reason it is locked is that it is no longer released. KSysGuard was 
superceded by KDE System Monitor some years(!) ago, but it is still in ports 
for some reason -- maybe there are legacy users. The current (as in "has 
upstream releases") software package is sysutils/plasma5-plasma-systemmonitor 
.

It makes no sense to have this use KDE_PLASMA_VERSION, when it is no longer 
released as part of Plasma. I'll untie it and we won't run into this again.
