For example, I certainly could not build the default Python a few months ago on 1 GB RAM + 1 GB swap. Possibly this was allowing a small number of jobs (like 2 or 3) on a single-core vServer. For the big things (compilers) you want some parallelism because half a dozen threads is better than just 1. Especially on server-class hardware which has low clock rates and many cores.
