databases/mysql-udf: Mark DEPRECATED
- Upstream mentions about using MySQL 4.0 and has not been updated since
2007
- Set EXPIRATION_DATE on 2023-12-31 along with MySQL 5.7
- Add LICENSE=BSD2CLAUSE as mentioned in their homepage
- Mark to ignore with mysql 8.0 [1]
