for me it does not hang on power off with
delay or no delay but the next power on breaks something and makes the device
unusable until the next power cycle / or device reinsertion

reboot does not fix it
when i did the most of experimenting i had power_off function set noop/just
return so i could up/down the iface remotely / with out reinsertion
