Nope. GB18030 was, from the beginning, designed as a character set that covers
all valid Unicode code points.

The first printing of GB18030 in 2000 was buggy. The second printing, also from
2000, was correct. The version from 2005 and 2022 reshuffled a couple of
mappings, without changing the basic structure.
