Hundreds of prompts to remove files during upgrade

I'm trying to upgrade from 12.2-RELEASE to 13.0-RELEASE. During the
process I am getting hundreds of prompts like the ones shown below. I
don't think this is normal since I don't imagine most users would sit for
this, but I could be wrong. Also, some of these files look kinda critical
- like not the kinds of files that should go away. Am on the path to a
trashed system or is this perfectly normal?

The following file will be removed, as it no longer exists in
FreeBSD 13.0-RELEASE: /etc/pam.d/login
Does this look reasonable (y/n)? y
