After 13.0-RELEASE was made public, I set about updating my systems to
take advantage of /var/run/motd and began generating dynamic content
on demand rather than rely on update_motd. This has worked so well I
created a new project on GitHub and I submitted a new port back in
October: https://bugs.freebsd.org/bugzilla/attachment.cgi?id=239405

Description:
dynamic_motd is a drop-in replacement for generating messages of the day on
FreeBSD 13.0 or later. During system startup, the file /var/run/motd is
replaced with a fifo whose content is generated by a user-configurable shell
script that is executed on each login. All other aspects of motd(5) are
preserved.
