The only thing that isn't available is docker.  So as long as you don't label
the runner with a docker label, everything will run on the local machine (or
jail) under the act-runner user.  I'm hoping to add a dynamic 'jail'
substitution functionality instead of docker, but getting the port in is the
first priority.
