Patch for tcl-lmdb

- PORTVERSION --> DISTVERSION

- Update WWW entry (dead URL)
- Convert to using USES= localbase:ldflags helper
  https://cgit.freebsd.org/ports/tree/Mk/Uses/localbase.mk

Compile tested on FreeBSD 14.0-RELEASE (amd64) (make, make check-plist)

Poudriere bulk build test on 13.2-RELEASE (amd64)
