[patch] Mk/Scripts/do-users-groups.h - return non-zero exit code if
groupadd/useradd fail

Have the pre/post-install scripts created by do-users-groups.sh return non-zero
exit code if useradd or groupadd fails.

Fixing 'pkg register' is a separate bug.
