databases/p5-DBD-MariaDB update to version 1.23

- Update to latest version
- Reordered some lines in Makefile
- Removed unneeded CONFLICTS_INSTALL line as this module does not conflict with
databases/p5-DBD-mysql
- Removed question mark from COMMENT
