https://github.com/unicode-org/icu/releases/tag/release-71-1 is ready. No API
changes since RC1, so riding on the previous exp-run.

I wonder if semi-manual release tarballs would be ready before Thu 01:00 UTC
build starts. Due to massive PORTREVISION bump it's desirable to land sooner to
avoid blocking poudriere's package seeding too much.
