Given a file system where jailed=off is already set...then

zfs set jailed=off zroot/ROOT/default

The above command returns 1 when it should return 0 IMHO.

As you can tell, I was tinkering with the root fs here and I kept running into
the error:  "cannot unmount '/': unmount failed"

Given that the command should have changed absolutely nothing it should indeed
be a noop and return 0 as other properties do when being set this way.

It's just a matter of consistency.
