On further inspection, the problem seems to be with /usr/sbin/mailwrapper.
Running /usr/sbin/sendmail or /usr/bin/newaliases seem to fail, but
/usr/sbin/makemap and /usr/libexec/sendmail/sendmail sork just fine.
