What's the rationale? AVIF doesn't pull lang/rust because RAV1E is
disabled by default. For encoding AOM is enough and often better,
especially on non-amd64.

Disabling HEIF makes a bit more sense. libheif is under LGPL3+ and
depends on x265 which is under GPLv2+. It also has RAV1E by default
which pulls lang/rust and redundant with AOM by default.
